I tried COM 1/IRQ 3. COM 2/IRQ 3, and just the default that Cutemouse uses without parameters (COM 1/IRQ 4 I think) and nothing worked. I'm guessing either my cable is bad, the mouse isn't compatible, or the serial port is bad. I just wish there was a way to narrow it down. Maybe I can bring it to the Vintage Computer Fest Midwest and test it there.

That's the one I use on my PCjr currently, though I don't remember the exact settings at the moment. I actually have a spare that came with a laptop I bought off eBay recently, though I haven't tested it yet.
