The other option too would be to write a small TSR that hooks that interrupt, and when given an extended function that the PCjr doesn't have just tries to answer as best as it can. That would be the more general solution for anything that assumes an extended keyboard.
I'd argue that it's bad programming practice to assume an extended keyboard without checking first, and I'd win. But being correct doesn't solve the problem now. ;-0
