I wouldn't jump to conclusions too quickly on this cartridge.
It's possible that it doesn't boot DOS 2.1. It might just be DOS 2.1 programs stored on the cartridge for easy and fast access. You only have 64KB of space on a cartridge; even if the executables on the cartridge were self-decompressing you'd still have very little room on it.
