MCE2VGA with the PCjr

I picked up a MCE2VGA board so I could hook my PCjr up to a VGA monitor. It works pretty well once you dial in the phase, but I see there is some 'garbage' on the sides of the screen. By this I mean some lines of multicolored pixels that come and go based on what the PCjr is doing at the time. Is this normal for the MCE2VGA or is it my VGA monitor?
