The Tandy version located there does not support Tandy modes:
This driver is for the Tandy 1000 graphics adapter. It provides two
colors at a resolution of 640H x 200V pixels.
It does support hi-res modes on the Tandy 2000 though, which is very cool.

Huh... is the Tandy 2000 graphics hardware the same(ish)?

Not in the slightest. 640x400 8-color graphics.

Back in the day, and that was the '80's, I was able to run GEM back then and if I remember correctly, with that 128k ram disc in the bottom of memory, run the machine at full speed with enough room to run GEM Publisher in the remaining 512k. I did newsletters for the S.F. PCJr Users Group in that configuration.

Later models of Tandy 1000 added a 640x400x16 mode but since it arrived late, I doubt it got much support.
